The command
spack install netlib-scalapack ^netlib-lapackfails due to missing BLAS symbols. Modify the build recipe to link to spack provided blas libraries.Remove configure option for
USE_OPTIMIZED_LAPACK_BLASbecause it is ignored if the LAPACK and BLAS libraries are listed on the configure line.
