This basically LGTM. I'm wondering though how difficult it is to separate the test into finer components, so that each one test one thing. Let me know if you think that would not be worth the effort and I'll merge it as it is.

I split out the happy path. I could split the error tests into separate ones if you want but the second one does rely on the structure created for the first one. Just let me know what you prefer. |

This PR fixes a bug in and adds a test for
dump_packages.Note the changes were pulled from #15237 to highlight the bug fix.
