Successfully builds and passes all unit tests on macOS 10.15.2 with Python 3.7.4, Intel MKL 2019.4.233, and Clang 11.0.0.
NumPy has always required Cython to build from source, but historically the PyPI tarballs came pre-Cythonized. This caused problems whenever a new version of CPython was released, requiring a newer version of Cython than was used to generate the release. @rgommers made the change requiring Cython even for PyPI tarballs as of numpy/numpy#14453.
