ftpmirror.gnu.org is currently down, causing all build tests in Travis to fail since we no longer use a downloads cache. This PR switches the downloads to the canonical ftp.gnu.org website.

See https://www.gnu.org/prep/ftp.html for more info on the mirrors GNU offers. GNU explicitly asks that everyone uses ftpmirror.gnu.org, which is why we were using it, but it's been very flakey for awhile now. I'm not sure if we can trust it. Once Spack has its own source mirror in AWS, we can switch things back.

Also see #8983 for why ftp.gnu.org may not be any more reliable than ftpmirror.gnu.org.

I emailed the GNU webmasters. Hopefully we can get ftpmirror.gnu.org back online shortly!

It's a bit I think we should be able to list mirrors and fall-back to them if the main url is not available. Do you remember if we have an issue open for that?

It seems GNU mirrors just returned up.
