slepc spec not satisfied when creating a mirror for dealii #9911
Description
fresh checkout of spack, slepc specs cannot be satisfied.
Steps to reproduce the issue
$ spack mirror create -D -d . dealii@developError Message
==> Error: Conflicting conditional dependencies onpackage slepc for spec [email protected]+arpack~blopex ^blas ^bzip2 ^diffutils ^gdbm ^lapack ^ncurses ^openssl ^[email protected]: ^[email protected]:3.10.99 ^pkgconfig ^[email protected]:2.8 ^readline ^sqlite ^zlib
...I get the same error for many different version specification.
