Presence of build cache leads to many duplicates during concretization

### Steps to reproduce

With an existing build cache (pool of several months of spack use) enabled, I get many duplicate packages when I concretize a large environment (cont'd below):

When I remove the build cache mirror and rerun the concretizer, I get only the two valid/expected duplicates (3 different versions of crtm, 2 different versions of fms).
