What is the motivation for this PR Support HA testing with link utilities as required by the HA SmartSwitch test plan (module 5 link failures). How did you do it Using ACL to simulate link failures (add/remove ACL drop). How did you verify/test it Tested DPU-DPU pair traffic drops when link failure is simulated.
