Skip IPv6-Only testcases on M0/Mx testbeds due to MGMT devices don't use MGMT port.

Updated conditional mark file.

How did you verify/test it?

Verified on Nokia-7215 Mx testbed:

ip/test_mgmt_ipv6_only.py::test_bgp_facts_ipv6_only[7215-11-None] SKIPPED (Skipping mgmt ipv6 test for mgmt topo) [ 33%]
ip/test_mgmt_ipv6_only.py::test_show_features_ipv6_only[7215-11] SKIPPED (Skipping mgmt ipv6 test for mgmt topo) [ 66%]
ip/test_mgmt_ipv6_only.py::test_image_download_ipv6_only[7215-11] SKIPPED (Skipping mgmt ipv6 test for mgmt topo) [100%]
