Description

On VS platforms, this PR sonic-net/sonic-swss#1724 makes the assumption that on different linecards, The first 5 octet of system-MAC would remain same. This may not be true.
On a T2-Vswitch emulation with different linecards having different system MAC address, the iBGP session doesnt come up.

Steps to reproduce the issue:

1. Emulate T2-vswitch with linecards having different system mac address (keep the first 5 octet different)
2. iBGP session doesn't come up b/w these liencards.
