This change adds the setup steps for contributors using windows machines

Added windows developer configuration information to contributing.md

Excellent documentation. Thanks for adding this!

I've just merged the branch that added tables of contents to the readmes, so please update the ToC before merging. You can either update it manually (which is pretty simple, just follow the pattern), or if you install the Markdown All in One plugin it will update the ToC on save.

EDIT: Never mind, no update is needed for the ToC as you didn't change the sections at all.
