- Add permissions to workflow level in release.yml - Add permissions and token to workflow level in tag-on-release-merge.yml - Explicitly use GITHUB_TOKEN in checkout step for tag-on-release-merge.yml This fixes the issue where release workflow was not triggered when tags were created by tag-on-release-merge workflow.

This fixes the issue where release workflow was not triggered when tags were created by tag-on-release-merge workflow.
