Describe the bug
If you want to build a base in Australia and look at the time, you get silly fractional values such as 31.66666666666668 hours.

This number can be seen when you open the "build base" menu and select anything that takes time to build.
This number is also visible when you have just started building a base and look in the list of your current bases.

I note that Australia has a build penalty.

To Reproduce
Steps to reproduce the behavior:

1. Click on Australia
2. Build base
3. Select a base type that takes non-zero time to build

Expected behavior
Building time doesn't have excessive presision.
