If I split a buffer in order to view two different parts of the same file, then whichever viewport is last clicked is the one that scrolls when using the scrollwheel on a mouse. This is true even when the pointer is over the scrollbar.
Expected behavior is to scroll whichever viewport the pointer is currently located.
