Describe the bug
The tech support role is used for admins to help troubleshoot projects. When an admin joins a project as a tech support role, they should be able to invite other users to the project. Instead, they get an exception:

Steps to reproduce the behavior:

1. As admin, join a project as tech support
2. go to "Share" and enter an email address of a user to invite
3. click the send invite button, and see the error message
