No change to logic. I'm trying a minor change in order to test out codecov from within a fork. I want to see if codecov will upload using the CODECOV_TOKEN or not.

No change to logic. This updates codecov/codecov-action to v4. This version supposedly has better support for external contributors working from repository forks. Tested this out with PR #1168.
