This change organizes the rest of the media-related interfaces by moving
the WebVTT-related[^1] interfaces into their own directory and two more
media-related interfaces into the media directory.

Testing: This just moves source files around, so a successful build should be a good enough test.
Fixes: This is part of #38901.
