`WorkerGlobalScope`'s `importScripts` should throw if its worker_type is `module`

This is the first step of [import scripts into worker global scope](https://html.spec.whatwg.org/multipage/workers.html#import-scripts-into-worker-global-scope), a `TypeError` should be returned.
