As discussed in #36714 (comment), #35685 (comment), letting webdriver control servo through constellation leads to many issues.

Moving webdriver to servoshell can fix these issues:

• Let servoshell manage lifecycle of webdriver
• Move context commands to be handled in embedder
• Move navigation commands to be handled in embedder
• Move actions commands to be handled in embedder
• Move script commands to be handled in embedder
