WebViewBuilder should take a RenderingContext to specify where it renders #13995

Once we support multiple root frame for one compositor (#13994), we might want to be able to configure where (and whether) to draw a root frame.
Let's put aside the mozbrowser API - An embedder might want to be able to draw multiple pages (tabs, or any UI component using Servo) anywhere on the window.
