Hi,
this looks like it is missing the System.ValueTuple NuGet package for the net462 targets:

Maybe the transitive reference to this package is not resolved from Microsoft.Extensions.Logging with version 10.0.0-rc.2.25502.107, even though it is defined for net462:

Thanks for the note, @matherm-aboehm. That one's a known issue in 10.0 RC2 (which led to this PR staying in draft). Should be fixed on the 10.0 RTM, I've updated the PR now.
