KDE flatpak settings panel bug has been fixed, and the fix is expected to be released with KDE Plasma 6.4.2. This means Flatseal is no longer needed on KDE as the settings panel has the same functionality. This reverts commit 3d0974f.

(We actually don't need to wait for Plasma 6.4.2—this can be merged after #1151, since that prevents the above bug from crashing system settings.)
