DNSOverTLS=opportunisticcauses issues sometimes, this changes the default to not use any opportunistic upgrading. Instead a new selection is added1(other selections are shifted by 1) which will set opportunistic upgrading for DoT and DNSSEC, and sets selection0to clear the file.
