Getting the same issue.
This happens since the last security update. (Fedora 43 base)
Before it did work.

Thunderbolt, when enabled using ujust override-enable-module thunderbolt, did work before, but no longer does since the update too.

As mentioned in the other Issue, Bluetooth and Thunderbolt no longer can be activated using the overrides.

The Issue could be the changes in #1489
