[FEAT] Guide users to set up printers/scanners using ipp-usb protocol when CUPS is toggled #1132

Description

Modern USB-connected printer/scanner typically utilize ipp-usb protocol to enable driverless printing/scanning. Three services are required to enable driverless printing/scanning, CUPS (can be easily toggled), ipp-usb (enabled by default), and avahi-daemon (masked on secureblue). Instructions could be given to guide users to set up their printer/scanners that use the ipp-usb protocol.

Reproduce

Plug in a USB-connected printer/scanner and read the logs of ipp-usb to see ipp-usb does not work without avahi-daemon running.

Expected

Clear instructions should be given so that users know what to do to get their printers/scanners to work.

Actual

ujust toggle-cups does not provide instructions about ipp-usb. It is also not found in the FAQ section on the secureblue website.
