Proposal

Update the following dependencies:

• Python 3.7 -> 3.10
  Reason: Python 3.7 not longer supported

• Sphinx 4.5 -> 7.2.2

  • Faster builds due to caching
  • Enhanced parallel builds support
  • Removed jquery and underscore.js dependencies

• Check other dependencies.
