"Streams" are DynamoDB's CDC (change data capture) feature, i.e., giving a user the ability to subscribe on the stream of changes to a particular table.

This is a big feature, with complex implementation and new APIs, but we should consider it again after we have CDC in Scylla CQL (see issue #4985).
