The Alternator Streams feature is based on CDC. Until recently CDC did not support tablets (issue #16317) but now @mlitvk has a pull request #23795 to implement CDC in a table with tablets. We need to change the Alternator Streams implementation to understand the new streams and generations implementation. Also, we need to think whether the new implementation has fewer different streams than the old implementation - if it does it will solve or at least improve #13080. See discussion in that issue, but probably more discussion will be needed on this.
