Note that I prefer putting this PR on hold for now since the points regarding creating an "Expert Teams" needs to be clarified on SLEP19, see scikit-learn/enhancement_proposals#74 (comment). |

This PR updates the Governance Document in scikit-learn documentation w.r.t SLEP019.
The structure is inspired from parts of PyMC3 Governance Document.
Any other comments?
