The issue we're addressing is that this switch does not ensure that the launched notebook uses the doc build version of skimage. We will ship wheels along with our docs, but we haven't implemented that yet. |

Result of
This is a temporary reversion for the upcoming 0.21.0 release due to #6958. We should reapply these commits after 0.21.0 is released and sort out things before the next release.
