Add startTime and endTime to InteractionCounter #2825

UGC platforms such as YouTube, TikTok, Twitter, Instagram generally expose the total number of views, likes, comments and shares etc. that a particular piece of content gets. However, this total number often fails to convey how relevant or viral the content piece is at this point in time.

By adding startTime and endTime to InteractionCounter, web publishers can additionally indicate interactionStatistics based on time ranges. This can help us understand if the content is: temporal or evergreen; currently trending or viral.
