The `*OrElse` methods in `scala.tools.reflect.WrappedProperties` and `scala.util.Properties` should have a by-name parameter This needs an upgrade to partest 1.0.6, which avoids these methods.

I'll reopen once the 2.11.x merge PR #4424 has hit 2.12. |
