### What changes were proposed in this pull request? Upgrade to scala 2.13.17 ### Why are the changes needed? To bring the latest bug fixes and improvements like JDK 25 support. re-STARR on 2.13.17-M1 (for ASM 9.8 upgrade) and add 25-ea to mergely CI
the CI addition won't get tested in PR validation but I'll ensure the mergely goes green (reference: scala/scala-dev#900)
