Codewise it looks good and if @isuruf says it's working, then its good to go! (I couldn't test it in the codespace, which fails to start due to space restrictions...)
(I've removed the --enable-system-site-packages flag, since this is not appropriate for endusers in my opinion as discussed in the linked ticket, and let's not block this PR here by continuing the discussion).

It calls `configure` with the whole long set of options, which simplifies the instructions for the user. The new instructions use editable mode (PEP 660) for `pkgs/sage- conf_conda`, but it also works to install it in non-editable mode. <!-- Why is this change required?
