Invalid `frameworkVersion` in all cases made `semver.satisfy` to return false. It's confusing e.g. for cases where we put number 1 instead of string "1" as `frameworkVersion` and that's considered as invalid value
As it's now a required setting when relying on globally installed "serverless"
They're replaced with backend notifications, through which we can notify about updates across different major releases
