CI: Bring LTS release branches in line with master A.K.A use `cargo rbmt` everywhere

Now we use `cargo rbmt` on master I rekon we should/can do so for the two LTS releases also, `0.31` and `0.32`.

(I'm surprised I couldn't find issues or PRs including this so maybe I'm being brain dead right now.)
