TCling::ReportDiagnosticsToErrorHandler() enables reporting cling diagnostics via the ROOT
error handler, as required by the experiments.

For more information, see the sibling PR: root-project/root#8737.

The abovementioned function enables reporting cling diagnostics via the ROOT
error handler, as required by the experiments.  For more information, see JIRA
issue ROOT-7587.
