Adds a design doc under `meta/design/linking/` explaining the `sort_modules` pass — the ordering guarantees (runtime-first, user-entry order, dependency-before-dependent along acyclic edges, `require` as static import, dynamic-import skip), the iterative post-order DFS with `ToBeExecuted`/`WaitForExit` stack, cycle detection, complexity, and downstream consumers of `exec_order` and `sorted_modules`.
