This PR removes all usages of the with_scope_tree_child_ids(true) configuration from SemanticBuilder instantiations across the codebase. Following the optimization work in PR #7867, which eliminated the rename_non_root_symbol pass in the symbol renamer, this configuration flag is no longer needed anywhere in the codebase.
