This PR enables additional MagicString test cases after aligning the API return types from void to this to support method chaining. The changes enable testing for previously skipped functionality (hasChanged, replace, replaceAll, isEmpty, length) while maintaining individual test skips for tests that use unsupported features like clone, regex replacers, or function replacers.

- Updated API documentation to reflect that mutation methods now return
thisfor chaining - Removed 5 describe blocks from SKIP_DESCRIBE_BLOCKS and added individual test skips for problematic cases
