This PR adds a new instruction file to help GitHub Copilot decode REPL URLs when investigating bugs. The REPL (at https://repl.rolldown.rs/) encodes playground state in the URL hash using base64 and compression, and this instruction provides a Node.js command to decode these URLs.

It seems copilot doesn't try to fetch the page and tries to decode the URL directly. Added a instruction here so that it can decode it properly.
