This PR adds two new test cases for HMR (Hot Module Replacement) functionality in the test-dev-server package: a "debounce bundle" test and a "continuous generate hmr patch" test. These tests are ported from the vitejs/rolldown-vite repository and verify that the dev server can handle rapid successive file edits correctly. The "debounce bundle" test is currently skipped as the test-dev-server doesn't support auto-reload yet, while the "continuous generate hmr patch" test is active.
