This PR removes the behavior of disabling
include_dependencies_recursivelywhenpreserve_entry_signaturesis set tofalseorallow-extension.Rolldown doesn't enable
strictExecutionOrderby default now, so it's easy to generate circular chunks of having runtime error or invalid chunks that relies on execution order.This optimization is not reliable as it was anymore, so we remove it.
