Decide the path to stable for experimental.resolveNewUrlToAsset.

Current state

Not ready to stabilize:

• Does not work well when bundling libraries
• Cannot be used inside Vite directly — needs refactoring on both sides so Vite can adopt it

Proposed direction

After the refactor, rename to discover.newUrl (name TBD).

Action items

• Refactor so Vite can consume this feature
• Fix library-bundling behavior
• Agree on the final option name and shape before stabilizing
