[Feature Request]: Keep comments on the export specifiers #6938

What problem does this feature solve?
The motivation is for sxzz/rolldown-plugin-dts#135
The comment on the export specifier is not kept in the output.
REPL
This is the same with export { ... } without the from (REPL).
What does the proposed API look like?
Not an API change.
