[Bug]: incorrect module execution order with sideeffectful CJS module #4782

Reproduction link or steps

  1. Open https://stackblitz.com/edit/github-8hpzqgef-r36xtuqm?file=src%2Fentry.js
  2. pnpm i runs automatically
  3. pnpm run build runs automatically
  4. Run node src/index.js
  5. Run node dist/index.js

What is expected?

When running the output, hello true is output without any error.

What is actually happening?

When running the output, ReferenceError: L is not defined error happens.
