[Rollup Compat]: Support for AMD as output.format #2528

What problem does this feature solve?
The output: { format: "amd" } isn't a valid option with rolldown currently.
It's being used here:
It's not clear to me what the impact would be of switching the project to another module format that is supported by rolldown, if it's possible even, so adoption would be a lot easier if these settings can stay the same.
What does the proposed API look like?
Supporting amd like rollup.
