- Run checks, Rust, and the reduced WASM command build in parallel on hosted runners
- Reuse stripped sidecar and bounded JavaScript artifacts across focused PR gates
- Move expensive runtime, software, and integration coverage to nightly without dropping tests
- Build sidecars once in nightly and remove hidden Cargo rebuilds from TypeScript tasks
- Enforce the 10-minute PR target and account for setup and artifact transfer costs
