Removes the notion of precompiled web assets. Reapplies the previous pre-gen commit (with regenerated web assets). It is expected that this breaks the debian/ubuntu package build.

Description
Reapplies old commit, with some hacky patching for getting the debian/ubuntu package builds working.
This way
npm, admin-deps, and whatnot, is not a true dependency, which means that macOS builds are now working again. Edit: npm/node is still a dependency, but it was admin-deps that failed on macOS.
