setup-r@master 403 error: Failed to download resource "qpdf" #280

I'm getting a 403 error with r-lib/actions/setup-r@master
It appears it can't install "qpdf" because the qpdf-10.3.1.catalina.bottle.tar.gz returns a 403 error. Seems like this actually isn't a problem with actions but rather homebrew, but I felt I should post it in case there's something I'm missing. I just noticed this on multiple different builds today (for example, this log)
