Describe the Issue!

I think our family packages - qutip-qip, qutip-qoc, qutip-jax - should be mentioned in the documentation somewhere. There is a page in the Users Guide about qutip-qtrl, which is however deprecated in favor of qutip-qoc.

My suggestion would be to remove the content of the "Quantum Optimal Control" page in the Users Guide, which has been migrated to the qutip-qoc documentation, and instead have a page with short descriptions of the family packages and links to their documentations.
